In the contemporary globe, the participation of the government in the growth of the economy usually has maximum attention. The efficiency of the government in regard to state economy, social welfare and state development is essential for fiscal development and augementation. States are limited in functions as they act within legal frameworks, make crucial decisions that affect the society and operate in a transparent way in order to motivate employees in realization of their manifesto. Establishing mutual respect and trust are essential in advocating for Chinese morals and values. As a result, the public human resource management system develops a unique model that puts it leaders and employees in a position of retaining a good public image.
