Introduction
In modern conditions, when the global financial crisis to some extent affected the economies of the leading countries of the world, political processes and instability in the Central East European region and on the African continent led to a massive flow of migration to the EU. Before accepting migrants there was a question: how to solve the problem of socio-cultural adaptation and integration of migrants in the indigenous society. This is a problem of not only language barriers, but also the deeper political, cultural and religious differences, which can not only lead to the creation of a "multicultural society", but destruction and loosening of the cultural foundations of a "hosting community", threatening the stability of the state itself. Each of these outcomes depends primarily on the effectiveness of the state policy in the field of migration management.
Among the series of measures aimed at regulating migration flows to the EU, there are two main mechanisms: legal regulation and integration measures. The first acts directly on the quantitative components of migration - the number and the intensity of the flow of migrants, and the second mechanism is a qualitative change and the integration of migrants in the indigenous society.
