Intro & Wales -
All children in Wales aged three and four years old are entitled to free part-time early education or childcare as part of the Every Child Matters agenda and Childcare Act 2006. Since April 2004 the free entitlement has been funded by the government and allows 3 and 4 year-olds with up to 10 hours per week free education for 52 weeks of the annual year.
Some children in Wales are also entitled to the Flying Start funding for 2 and 3 year olds in disadvantaged areas, this provides eligible parents with 12.5 hours of free quality childcare and education per week, the programme also offers parenting support, an enhanced health visitor and help for early language development.
England - Children in England aged three and four years old are also entitled to free part-time early education or childcare, some two year olds are also eligible. All 3 to 4-year olds in England are entitled to up to 15 hours per week free education for 38 weeks of the year. From 1st September 2010 the Government extended the original hours of 12.5 up to 15, allowing parents to receive the support needed to return back to work or to develop a career through further education etc.
Scotland - All children in Scotland aged between 3 and 4 years old are entitled to 600 hours of quality pre-school education and childcare, this also applies to all 2 year olds living in a workless household and includes the most vulnerable 2 year olds. The pre-school places can be available at local authority centres, or provided by voluntary and private providers under a partnership agreement.
Northern Ireland - Children in Northern Ireland are entitled to at least one year of pre-school education on the basis that the family wants it, and the child must enter pre-school education within the year right before they enter Primary 1.
